Fisher Forensic Scoring Suite

One proprietary framework.
Every analytical tool you need.

FFSS is the umbrella brand for all of Monte's forensic scoring methodologies. The same Bayesian foundation and analytical rigor applied to VA claims is also applied to US expat taxes — because most VA clients abroad need both.

FNVI

Fisher Nexus Valuation Index

Core C-File engine. Bayesian nexus scoring + overall claim strength index. This page.

FBEU

Fisher Bayesian Evidence Updater

The underlying engine. Updates posterior probabilities as each piece of C-File evidence is processed.

FMHFII

Fisher Mental Health Functional Impact Index

Scores functional impairment from PTSD, depression, and anxiety against 38 CFR rating criteria.

FTARU

Fisher Tax Audit Risk Updater

Same Bayesian foundation, applied to US expat tax returns. Monte Carlo simulation of IRS audit exposure.

Most VA clients abroad also need FTARU. Learn about the tax service →

What FNVI finds

The claim value the VA
didn't put in your rating.

FNVI doesn't just list conditions — it scores each one against nexus strength, evidence quality, and 38 CFR rating criteria to show you the gap between what you're receiving and what the record supports.

HIGH IMPACT

Secondary conditions

Sleep apnea secondary to PTSD. Migraines secondary to TBI. Hypertension secondary to service stress. Conditions that follow from your rated conditions — which the VA rarely volunteers.

HIGH IMPACT

Underrated conditions

FNVI scores your current rating against the actual 38 CFR criteria in your file. If your PTSD functional impairment supports a higher level, the gap is calculated and documented.

HIGH IMPACT

Nexus documentation gaps

63% of initial denials cite missing nexus. FNVI's Bayesian engine identifies where your nexus is weak, missing, or insufficiently documented — and what type of evidence would strengthen it.

MEDIUM IMPACT

TDIU eligibility

Total Disability Individual Unemployability — if your combined rating plus unemployability evidence supports TDIU, the FNVI analysis will surface it with the applicable 38 CFR thresholds.

MEDIUM IMPACT

SMC opportunities

Special Monthly Compensation can significantly increase benefits for qualifying veterans. FNVI checks your file against SMC-L, SMC-S, and related eligibility criteria.

VARIES

PACT Act conditions

Burn pit, toxic exposure, particulate matter. The PACT Act expanded presumptive conditions significantly. FNVI checks your MOS, deployment history, and service dates against current eligibility lists.

Also available

Are you a veteran expat
who also self-files taxes?

Most VA clients in the Philippines and abroad are also US expat filers. VA disability compensation is generally tax-free — but veterans with mixed income (service comp + earned income + foreign pensions) have complex FEIE and FBAR situations that need forensic review before filing.

FTARU — Fisher Tax Audit Risk Updater

The same forensic rigor,
applied to your tax return.

Bayesian + Monte Carlo simulation of your audit exposure before you hit submit. Flat fee. 48-hr turnaround. Or get referred to our licensed US CPA partner for full prep and sign-off. Add it to any FFSS tier — one analyst handles both.

Monte built the FFSS framework after recognizing that VA claims analytics and tax forensics share the same analytical DNA — Bayesian probability, evidence weighting, and forensic pattern recognition. The result is a suite that gives veterans and expats a genuinely independent, data-driven second opinion before they submit anything to the VA or the IRS.

He works in-person in Makati and remotely worldwide. Every C-File is reviewed personally. No associates. No hand-offs. Successfully helped veterans win hundreds of claims.

FAQ

Common questions.

What is the FNVI and how is it different from a regular C-File review?
A standard C-File review lists what's in your file. The Fisher Nexus Valuation Index scores it — each condition and piece of evidence is run through Bayesian probability weighting to produce a nexus strength score, a documentation completeness score, and an overall rating accuracy score against 38 CFR criteria. The result is a quantified gap analysis, not just a summary.
Can you actually get me a higher rating?
No — and Monte will never promise that. He provides educational analysis, not VA representation. What FNVI does is show you, with evidence and scoring, where your claim has gaps that a higher rating would be supported by the record. What you do with that analysis — file yourself, take it to a VSO, or work with an accredited attorney — is your decision. Monte always recommends using a free accredited VSO for official representation.
Do I need my full C-File or can I start with just my DD214?
Tier 1 (free) starts with just your DD214 and MOS/job details — no C-File needed. Tiers 2 and 3 require your full C-File PDF, which you can request from the VA via FOIA/PAL. The process takes 30–90 days depending on VA backlog. Monte can advise on the fastest request method for your situation.
I live in the Philippines — can I meet in person?
Yes. Monte is based in Makati and sees clients in person at Makati Palace, LG 10-11, Burgos Street. Remote consultations via WhatsApp or video are available worldwide.
Can I add the FTARU tax review to my C-File analysis?
Yes — and this combination is specifically recommended for veteran expats. VA disability compensation is tax-free, but veterans with earned income abroad, foreign bank accounts, or Philippine corporate interests have complex FEIE and FBAR situations. Both services are handled by Monte personally. Indicate your interest in the intake form and he'll quote both together.
