Italy is a fully covered FMP country. You can see any licensed Italian provider for service-connected conditions and submit for reimbursement. Italy has a universal public system (Servizio Sanitario Nazionale — SSN) and a strong private sector. FMP covers your service-connected conditions at any licensed provider, including private clinics.
SOFA base access — worth checking
Under the NATO SOFA as implemented in Italy, retired US military veterans with valid military ID cards may access US military medical facilities at Aviano Air Base, NAS Sigonella, and Naval Support Activity Naples on a space-available basis. Contact the base medical facility directly to confirm current eligibility — a significant benefit for veterans near these installations.
How to use FMP in Italy
- Register first. Complete VA Form 10-7959f-1 before you need care.
- SSN as a resident. Legal residents can register with the SSN for public care (separate from FMP); use SSN for non-service-connected care and FMP reimbursement for service-connected conditions at private providers.
- File claims. Submit to VA FMP, PO Box 469061, Denver CO 80246-9061; private Italian clinics can produce English documentation on request.
- Emergency care. Go to Pronto Soccorso; notify VA within 72 hours of emergency admission; keep documentation.

Aviano / Pordenone
Aviano Air Base Medical (31st Medical Group) — retired veterans with ID cards may access on a space-available basis; serves the large US community in northeast Italy.
Sicily
NAS Sigonella Medical — US Navy facility; space-available access for retired veterans with ID cards. Confirm directly.
Naples
NSA Naples Medical — the Naples area has one of Italy's largest US military and veteran communities.
Rome / major cities
Private international clinics — Rome, Milan, and Florence have private clinics with English-speaking staff (e.g., Salvator Mundi in Rome) that can produce FMP-compatible documentation.
C&P exams in Italy
C&P availability is concentrated near US installations — Aviano, Naples, and Sicily have better options than rural or northern regions. Veterans in Tuscany, Florence, or Rome may face longer waits. Wait times are typically 2–4 months.

- Update your VA address. Give VA your exact Italian address (1-800-827-1000), or VA may schedule you back in the US.
- Near-base scheduling. Best availability near Aviano, Sigonella, and Naples.
