FMP coverage in Spain
Spain is a fully covered FMP country. You can see any licensed Spanish provider for service-connected conditions and submit for reimbursement. Spain has a universal public system (Sistema Nacional de Salud — SNS) and a strong private sector, with private costs significantly lower than the US or UK — private specialist consultations often run €80–150, making FMP reimbursement practical.
SOFA base access — worth checking
Under the US-Spain Defense Cooperation Agreement (aligned with NATO SOFA), retired US military veterans with valid ID cards may access US military medical facilities at Naval Station Rota and Morón Air Base on a space-available basis. Rota has a significant US veteran community nearby in Cádiz province. Contact the base medical facility directly to confirm current eligibility.
How to use FMP in Spain
- Register first. Complete VA Form 10-7959f-1 before you need care.
- SNS as a resident. Legal residents can register at a local centro de salud for public care; use SNS for non-service-connected care and FMP for service-connected conditions.
- File claims. Submit to VA FMP, PO Box 469061, Denver CO 80246-9061; request an English summary where possible.
- Emergency care. Go to Urgencias; notify VA within 72 hours; keep the informe de alta (discharge summary).

Rota / Cádiz
Naval Station Rota Medical — retired veterans with ID cards may access on a space-available basis; large veteran community nearby.
Costa del Sol / Málaga

C&P exams in Spain
C&P availability is concentrated near Rota and in Madrid. Veterans on the Costa del Sol or in rural areas may need to travel. Wait times are typically 2–4 months; the Rota area has better availability.
