The Philippines is the clear #1 for VA access. It has the largest veteran community outside the US, and CVAC Manila is one of the best-resourced VA overseas offices in the world. It offers the best C&P availability of any overseas location, FMP private specialist care in the ~$25–85 range, and widely-spoken English. The combination of VA infrastructure, low cost, language, and a genuine veteran community puts it ahead of everywhere else on the access dimension.

Thailand earns #2 for exceptional private healthcare (Bumrungrad International and Bangkok Hospital Group genuinely rival US standards), low FMP costs, active C&P contractor presence in Bangkok and Pattaya, and a large, organized veteran community. Worth knowing: veterans who served at certain Thai air bases during the Vietnam era may qualify for an Agent Orange perimeter presumptive — verify the current rules at va.gov and with a VSO.

Korea ranks #3 largely because of the DMZ Agent Orange presumptive. Veterans who served near the Korean DMZ during the qualifying window (units assigned roughly 1967–1971) may be eligible for benefits tied to presumptive conditions — ischemic heart disease, Parkinson's, and certain cancers — that some never claimed. Beyond that, Korea has strong C&P availability near Camp Humphreys and Seoul and world-class hospitals. Germany is #1 in Europe. Landstuhl Regional Medical Center near Ramstein is the largest US military hospital outside the US, and retired veterans with ID cards may access it on a space-available basis. Germany also has the best C&P availability in Europe, the largest European veteran community, and strong SOFA medical rights. It ranks #5 mainly because the high cost of living means VA compensation stretches the least of any Asian destination, and documentation complexity adds friction to FMP claims.
