The only overseas VA analyst
you can meet face to face

Most VA claims analysts are remote-only. Monte is based in Makati and works with veterans in person at his Philippines offices — the same level of analytical rigor as his remote service, with the added benefit of sitting down, going through your records together, and getting a clear explanation of your situation in plain English.

In-person consultations available in:

Makati City: Makati Palace, LG 10-11, Burgos Street, Makati City. Metro Manila veterans and expats — walk in or message ahead.

Angeles City: Clark, Pampanga, and Central Luzon veterans — contact Monte directly for address and availability.

No appointment required for initial inquiries at Makati. Walk in, introduce yourself, and Monte will make time. No pressure, no fees for the initial conversation.

FMP coverage in the Philippines:
what veterans need to know

The Philippines is a fully covered FMP country. You can see any licensed Philippine provider for your service-connected conditions and submit for reimbursement. The Philippines has excellent private hospitals — particularly in Metro Manila — at costs far below US equivalents. FMP makes private hospital care essentially free for service-connected conditions.

Philippines advantage: Healthcare costs in the Philippines are among the lowest of any FMP-covered country. A private specialist consultation runs ₱1,500–5,000 (~$25–85 USD). FMP reimbursement covers this at full cost — making the Philippines one of the best countries in the world for veterans managing chronic service-connected conditions on a fixed income.

C&P exam availability in the Philippines

The Philippines has strong C&P exam availability due to the large US veteran population. VA contractors schedule exams in Metro Manila regularly. Angeles City and Cebu also have periodic availability. Give VA your exact Philippine address — call 1-800-827-1000 — to ensure you're scheduled locally. Wait times are typically 1–2 months, better than most overseas locations.

Register for FMP

Call +1 303-331-7590 or complete VA Form 10-7959f-1. Free. Register before you need care. Monte can walk you through this in person at either office location.

CVAC — Manila

The Claims and Veterans Assistance Center (CVAC) at the US Embassy in Manila provides VA services specifically for veterans in the Philippines. One of the best-resourced VA overseas offices globally due to the large veteran population here.

Filing FMP claims

Philippine private hospitals produce good documentation. Request itemized official receipts (OR) and medical certificates in English. Submit to VA FMP, PO Box 469061, Denver CO 80246-9061.

Emergency care

Go to the nearest private hospital emergency room for serious emergencies. Notify VA within 72 hours of admission. Keep all official receipts and medical records for FMP reimbursement.

Common questions from
veterans in the Philippines

What is CVAC and how does it help Philippines veterans?
The Claims and Veterans Assistance Center (CVAC) is located at the US Embassy in Manila and provides dedicated VA services to US veterans living in the Philippines. It's one of the most capable VA overseas offices in the world given the size of the veteran population here. CVAC can assist with claims processing, pension, and other VA benefits. Monte's service is separate from and complementary to CVAC — he provides analytical and advocacy support, not official representation.
Can I receive VA disability payments while living in the Philippines?
Yes. VA disability compensation is paid to your US bank account and accessible from anywhere. Many veterans use US banks with international ATM access or wire transfers to Philippine peso accounts. There is no residency requirement. VA disability compensation is not subject to Philippine income tax.
How good is C&P exam availability in the Philippines?
The Philippines has among the best C&P exam availability of any overseas location due to the large and concentrated US veteran population. VA contractors schedule regular exams in Metro Manila. Give VA your exact Philippine address by calling 1-800-827-1000. Wait times are typically 1–2 months — significantly better than most other overseas countries. Veterans in Angeles City and Cebu may also have periodic local availability.
Can I meet Monte in person?
Yes — this is unique to the Philippines. Monte sees clients in person at Makati Palace, LG 10-11, Burgos Street, Makati City. Walk-ins welcome for initial conversations. He also works in Angeles City — contact him directly for address and availability. In-person consultations cover everything available remotely: C-File review, FMP guidance, claims strategy, and tax review.
Can Monte help with US expat taxes as well as VA claims?
Yes — and this is specifically why the Philippines is unique among all countries in Monte's service area. He offers both VA claims analytics and FTARU forensic tax review, plus in-person intake and referral to a licensed US CPA partner for full tax preparation and filing. See the dedicated Philippines tax service pages for details: best-us-tax-help-philippines-2026.html and tax-services.html.
